Developing People, Leading Change: Talent Development and Knowledge Leadership as Pillars of Human–AI Collaboration in the UAE Government
Publication overview
Successful AI adoption depends on people’s capabilities and the leadership that enables them to use those capabilities effectively. Drawing on research and illustrative UAE government initiatives, this chapter develops a framework connecting talent development with knowledge leadership. It identifies AI literacy, data competence, and distinctly human skills as priorities for employees, alongside strategic AI understanding, change facilitation, and ethical stewardship for leaders. The framework explains how learning and leadership can reinforce one another to support sustained human–AI collaboration. For HR professionals and organizational leaders, it offers a practical foundation for coordinating workforce development, organizational change, and responsible AI adoption.
